Leblanc planned to have rehabilitated almost 150 people but attempts to retool Woodwynn into a San Patrignano have been met with nasty neighbour resistance bolstered by micromanaged municipal law-making, the latest being a civil claim filed in B.C. Supreme Court this month by the District of Central Saanich.
