Victoria’s parks become camps for homeless

Victoria’s parks have become a ‘mecca’ for people sleeping rough according to some.

Don’t call it camping. It’s shelter, Victoria style. Dennis Palubeski has been sleeping under the same tree in the Mayor’s Grove area of Beacon Hill Park for the past three weeks.
