Creating Homes, Enhancing Communities (PDF)

This is a plan to house individuals experiencing chronic homelessness in Greater Victoria. Using analysis of patterns of emergency shelter use, it estimates the number of individuals in the region who require support services in order to remain housed. It then creates a plan that includes housing and support services as required.

Youth Pathways In & Out of Homelessness: a summary (Download PDF)

The Youth Pathways report engaged directly with youth experiencing homelessness to determine the pathways in and out of homelessness in the region. The report outlines both the pathways in to homelessness and the pathways out. Some of the pathways out of homelessness are a direct result of suggestions made by the youth participants.

One Night Only: Facility Count 2014 (Download PDF)


A point-in-time count of temporary and emergency shelter in Greater Victoria. On one night February 5, 2014, there were 1,089 individuals enumerated in 87 facilities, and 78 people were turned away from a facility.

The Greater Victoria Street Survival Guide is a one-stop resource for those experiencing (or at risk of) homelessness in Victoria created by a group of dedicated individuals with street-life experience.

Housing Procurement Action Plan (Download PDF)


The 2012 Housing Procurement Action Plan is an update of  the Coalition’s first housing procurement plan which was prepared in 2008. This new version includes revised timelines and sets out specific ways to meet the needs of Greater Victoria’s residents for permanent housing with supports. Depending on the individual’s needs, this support ranges from a rent supplement with occasional contact from outreach workers through to housing that has 24/7 staff support.

Solving Homelessness in British Columbia’s Capital Region: A Community Plan (PDF Download)

Released in March 2012, the Community Plan was prepared through an extensive consultation process with the Coalition partners and within its own working groups. It is a summary of the common vision and strategies to focus action over the next three years in Greater Victoria towards ending homelessness. The Community Plan is intended to be a catalyst for action by a range of community partners including agencies serving people experiencing or at risk of homelessness.

Report on Housing and Supports 2010/11  (PDF Download)

Research helps us understand what factors contribute to homelessness and poverty in Greater Victoria, and to identify specific service and infrastructure needs. The Coalition in partnership with the UVIC Centre for Addictions Research of BC has undertaken this ambitious project. Areas of analysis fall into five categories: Housing, Income, Food Security, Temporary Accommodations, Emergency Shelters, and Housing and Outreach Programs.

A Plan to Prevent Homelessness calls for homelessness prevention by identifying target populations and trigger factors that lead to homelessness. As a result, the Homelessness Prevention Fund was created.
